Agricultural and Processed Food Products Export Development Authority

The Agricultural and Reused Food Products Export Development Authority( APEDA) was established by the Government of India under the Agricultural and Reused Food Products Export Development Authority Act passed by the Parliament in December 1985. The Act( 2 of 1986) came into effect on 13th February 1986 by a announcement issued in the review of India Extraordinary Part– II(Sec. 3( ii)13.2.1986). The Authority replaced the Reused Food Export Promotion Council( PFEPC)

1.1 ASSIGNED FUNCTIONS

In agreement with the Agricultural and Reused Food Products Export Development Authority Act, 1985,( 2 of 1986) the following functions have been assigned to the Authority.

  • Development of diligence relating to the listed products for import by way of furnishing fiscal backing or else for bearing checks and feasibility studies, participation in enquiry capital through common gambles and other reliefs and subvention schemes;
  • Registration of persons as exporters of the listed products on payment of similar freights as may be specified;
  • Fixing of norms and specifications for the listed products for the purpose of exports;
  • Carrying out examination of meat and meat products in slaughterhouses, recycling shops, storehouse demesne, vehicles or other places where similar products are kept or handled for the purpose of icing the quality of similar products;
  • Improving of packaging of the slated products;
  • Improving marketing of the slated products outside India;
  • Collection of statistics from the possessors of manufactories or establishments engaged in the product, processing, packaging, marketing or import of the listed products or from similar other persons as may be specified on any matter relating to the listed products and publication of the statistics so collected or of any portions thereof or excerpts therefrom;

1.2 PRODUCTS MONITORED

APEDA is mandated with the responsibility of export promotion and development of the following scheduled products:

  • Fruits, Vegetables and their Products.
  • Meat and Meat Products.
  • Flesh and Poultry Products.
  • Dairy Products.
  • Confectionery, Biscuits and Bakery Products.
  • Honey, Jaggery and Sugar Products.
  • Cocoa and its products, chocolates of all kinds.
  • Alcoholic andNon-Alcoholic potables.
  • Cereal and Cereal Products.
  • Groundnuts, Peanuts and Walnuts.
  • Pickles, Papads and Chutneys.
  • Guar Goo.
  • Floriculture and Floriculture Products.
  • Herbal and Medicinal shops.
  • De – waxed rice bran.
  • Green pepper in Neptune.
  • Cashew Nuts and Its Products.
  • Basmati Rice has been included in the Alternate Schedule of the APEDA Act.

APEDA is commanded with the responsibility of import creation and development of the following slated products

APEDA also functions as the Secretariat to the National Accreditation Board( NAB) for the perpetration of delegation of the instrument Bodies under the National Programme for Organic Production( NPOP) for organic exports. “ Organic Products ” for import are to be certified only if Produced, Reused and Packed as per the norms laid down in the document – “ National Programme for Organic product( NPOP). ”

Vide DGFT announcementNo.6/2015- 2020 dated14/06/2021 Cashew Kernels, Cashewnut Shell Liquid, Cardanol are now under the governance of APEDA.

1.3 COMPOSITION OF THE APEDA AUTHORITY

As specified by the enactment, the APEDA Authority consists of the following members videlicet

1. A Chairman, appointed by the Central Government
. The Agricultural Marketing Advisor to the Government of India,ex-officio;
. One member appointed by the Central Government representing the Niti Aayog;
4. Three members of Parliament of whom two are tagged by the House of People and one by the Council of States
5. Eight members appointed by the Central Government representing independently; the Ministries of the CentralGovt. dealing with;
i) husbandry and Rural Development
ii) Commerce
iii) Finance
iv) Assiduity
v) Food
vi) Civil inventories
vii) Civil Aviation
viii) Shipping and transport
6. Five members appointed by the Central Government by gyration in alphabetical order to represent the States and the Union homes on the recommendations of the concerned StateUnion home;
7. Seven members appointed by the CentralGovt. representing
i) Indian Council of Agricultural Research
ii) National Horticultural Board
iii) National Agricultural Cooperative Marketing Federation
iv) Central Food Technological Research Institute
v) Indian Institute of Packaging
vi) Spices Export Promotion Council and
vii) Cashew Export Promotion Council.
8. Twelve members appointed by the Central Government representing
a) Fruit and Vegetable Products diligence
b) MeatFlesh and Dairy Products diligence
( c) Other Scheduled Products diligence
d) Packaging Assiduity
9. Two members appointed by the Central Government from amongst specialists and scientists in the fields of husbandry, economics and marketing of the listed products.

1.4 ADMINISTRATIVE SETUP

Secretary – Appointed by the Central Government
Other Officers and Staff – Appointed by the Authority

Section 7 (3) of the APEDA Act provides for the appointment of such officers and employees by the Authority as may be necessary for the efficient performance of its functions.

The sanctioned strength/posts in Groups A, B and C is 41, 42 and 60 respectively. The Group C posts are to be abolished upon becoming vacant as per the Restructuring Report in respect of APEDA approved by MOC&I – DoC’s letter dated 24.1.2019.

At present, APEDA has a total of 23 female employees in Group A, B and C categories. The welfare of the female employees is also well looked after.

As per Govt. norms, the reservation for physically handicapped persons is 4% of the total strength in all grades. In APEDA, two incumbents are physically challenged. APEDA has taken care of the welfare of persons with disabilities. APEDA has provided a motorized wheelchair to one of the employees to move within the office.

1.5 APEDA’S PRESENCE

APEDA has marked its presence in almost all agro-potential states of India and has been providing services to the agri-export community through its head office, and 16 Regional offices.
