The state agency with the authority to administer the Civil Services Examination for entry-level employment to the different civil services of Odisha is the Odisha Public Service Commission (OPSC). It provides guidance to the Odisha government on all issues pertaining to civil servant hiring, appointment, transfer, promotion, professional standards, and disciplinary action procedures. For the appointment of officers to civil service and other positions within the state, the commission organizes recruiting processes, competitive examinations and screening tests, and candidate interview boards.
The Lee Commission is the abbreviation for the 1949 recommendations of the Royal Commission on better services in India. Articles 315 to 323 were inserted as a result to the Indian Constitution. After being split off from the erstwhile Bihar and Odisha Joint Public Service Commission, OPSC was established on April 1, 1949. The Odisha Public Service Commission had three members at its inception, including a chairperson. In 1979, the membership climbed to five, and it rose to six in 1996.
